Page Sets; Buttons can now specify a Height in 'Flow' Layout Mode

Page Set Buttons can now specify a Height in 'Flow' Layout mode (they always could in 'Positioned' mode.

By default, a Button's Height is 20 and any Heights less than this will be set to 20 when the Button is displayed on the Page.
