NZ PPSR; added additional pre-validation of VIN numbers

Additional pre-validation of Motor Vehicle VIN numbers has been added for the NZ PPSR G2B interface. This applies to both the Register and Amend transactions.

Now a pre-validation error will be returned if the VIN number is not exactly 17 characters or includes the letters I, O or Q.
