Disbursements; Creating default Disbursements includes Disbursement for zero value Transactions
When creating default Disbursements for an Account, a Disbursement is incorrectly created for a zero value Transaction. They should not be.
Note, this issue was introduced in version 3.0.3, and was caused by a change described in KB Article 14185.
