Disbursement Account Payments; Element from Payment Method used instead of from Account Type

When making a Disbursement Account Payment, if the Payment Method Export Service defined a Transaction Type, this was used as the Element for the payment.

The Payment wizard now always uses the Element defined under Account Type, Accounting Page.
