Refinancing; cannot Refinance to an Account Type which has mandatory Credit Limits

Attempting to refinance an Account to a new Account with an Account Type which has Credit Limits that are required fails.

This is because the new Account will not have a Credit Limit defined. This has now been relaxed, however they must be entered prior to opening the new Account.
