Permissions Explorer; not saving Role permissions

The Permissions Explorer was not saving Role permissions on the first attempt, i.e., updating the Roles grid for a permission, moving to another permission and moving back again showed the original values for the Roles grid. Repeating this updated the Roles grid as expected.

This only occurred on database that had either had Roles or Permissions imported.
