Disbursement Accounts; can go through the motions of adding a Disbursement but does not save

Disbursements are not applicable to Disbursement "Class" Accounts.

However, the "Add" button on the Account form, Disbursements page when editing the Account was still enabled. This allowed the appearance of being able to add a Disbursement, but it will not be saved.
