Addressing Interface; NZ suburb list import did not work

Using the Addressing Add-On for New Zealand (NOT the Full Verification) the suburb list import did not work correctly. This is accessed via the "Address Short" page on the Postcodes and Addressing form under the Admin menu. The City was incorrectly stored in the State field in the database, meaning the list of Cities was never populated correctly.

In addition to this changes have been made to better validate the postcode when the Suburb, City or State is changed. If only one postcode can be found this is automatically selected. If the postcode appears to be invalid for the newly entered Suburb/ City/ State combination the postcode is cleared.
