Account Log, Document, Email and SMS wizard; change Fee Element may not default Fee, Reference and Notes from Element

The Account Log, Document, Email and SMS wizards may not update the Fee Value, Reference and Notes when the Fee Element is changed.

This now correctly updates the Fee Value, Reference and Notes to the defaults defined for the Element.
