Securities Register Add-On; New Account wizard, Security page

The Security Item grid on the Security page had the 'Add Item' button when the user didn't have permission to add Security Items.
If the user tries to add a Security Item, then when the Save is clicked on the Item form, the form closes but no Security Item is displayed in the grid as the Item was not added.
No error message was displayed to advise the user did not have permission to add a Security Item.

The Add button will only be displayed if the user has permission to add Security Statements and Security Items.
