Payment Arrangement wizard; Balloon Payment field now only shows where applicable

In the Payment Arrangement wizard the Balloon Payment field now only shows where applicable.

It only shows where:

Account class in "Fixed Term Loan" AND
Account Type's "Allow entry of Balloon Payment?" (on New Accounts page) is checked OR the Account currently has a Balloon Payment value.
