Account Types; add preview pane to Rate Tables page

There is now a preview pane on the Admin, Account Types form, Rate Tables page. This allows you to quickly see more information regarding the Rate Table without having to drill down further.

Note, the Rates are shown in reverse chronological order, ie latest first.
