If there is no record loaded then nothing is displayed in the Disbursement Summary

If an existing record is loaded that has no disbursement (or no item selected) then the Account Summary is displayed and a message 'No Disbursements entered' is displayed in the item detail.

If an existing record is loaded with an item selected then the Account Summary and Item details are displayed.
