Setting a Registered Security Item to 'Defunct', was setting the Register Action to 'Discharge' and the Action Status to 'On Hold' when saving the Security Statement.
So could never send the Discharge transaction to the PPSR.

Work Around:
Uncheck the 'Defunct' flag, then discharge the Registration with the PPSR, then reset the 'Defunct' flag.
