Process; Close Accounts wizard; A new permission key has been added to exclude the 'Override' option

A new Permission Key ' Account.CloseAccountsOverride' has been added.
The default is 'Allow'.

If set to deny for the User, then this permission key will not allow the user to 'Override' the small balance write off and refund thresholds and the Debit, Credit and Refund dropdowns on the form will exclude the 'Override' option.
