Task Manager; 'Account Quote Outstanding' and 'Account Ready to Open' behavior updated

'Account Quote Outstanding' type Tasks show if a Quote Account has not been flagged as 'Quote ready to Open' and a number days has passed. This number of days is specified under User Preferences, Task Manager, General and previously defaulted to 14. The default has been changed to 7.

'Account Ready to Open' type Tasks show if a Quote Account has been flagged as 'Quote ready to Open' and the Account was flagged on or before the Task Manager date.
