Account Payment Arrangements; add new scriptable event that fires before the Commit

A new script event for Account Payment Arrangements has been added that fires before ExecuteCommit.

The event's name is "PaymentArrangementCommitPre" and complements "PaymentArrangementCalculatePre".

This allows you to check the Payment Arrangement and stop the commit if necessary.
