Account Type, Facility fee; added option to charge per day

The Facility fee for Accounts now has an option to charge per day.

Therefore if the charge is $1.00 per day and there are 14 days in the interest period a charge of $14 is made, if there are 30 days in the month a charge of $30 is made etc.
