Users & Responsibilities; changes to the Commission Account details

To prevent confusion with Disbursement commissions, under Admin, Users & Responsibilities, Responsibilities page, the following changes have been made.

1. Label now omits the word "Commission", it simply says "Account for this User".

2. Information icon now displays "The User may be linked to an account to allow transactions to be generated by Scripts, e.g. Commission or Bonus payments".

Note, The drilldown button is not working to open the account.
