Account Accept/ Decline wizard; if Accept option disabled Next button disabled

If the Accept option is disabled in the Account Accept/ Decline wizard then the Next button is disabled, and selecting the Accept or Decline option does not enable it. The result is you cannot complete the wizard and Decline the Account.
