Workflow related User changes

The following User changes have been made:

1. The Users and Responsibilities form, Workflows page has a clearer caption above the 'Categories' range for Workflow Managers to allocate to. Another 'Categories' range has also been added to this page to allow Scripts to decide which type of Workflows a User can be allocated to.

2. The global User business layer object (finUserRO) now contains properties for: TaskManagerWorkflowCategoriesRange, WorkflowCategoriesRange and IsExternalUser.

3. The global Workflow type business layer object (finWorkflowTypeRO) now contains properties for: AllocationMethod.
