Accounting Ledgers; 'Hold' status now allows information to be saved when incomplete

Accounting Ledgers now allows some information to be invalid or missing whilst the status is "Hold". For example, the Branch, Department and GL Account may be left blank.

This means that incomplete Accounting Ledgers, especially Revolving Credit ones, can be created and saved when an Account is opened.

You can no longer edit the Method, Value etc whilst the Accounting Ledger is "Active", but not transferred to GL. Only whilst the Accounting Ledger's status is "Hold" can these details be amended. Note, the actual accruals can still be amended whilst "Active", so long as the value has not already been transferred to the General Ledger.

Note, this means a change to the Database, the columns GlAccountPk, BranchPk, DepartmentPk, UnearnedGlAccountPk, UnearnedBranchPk and UnearnedDepartmentPk in the AccountLedger table have all be changed to allow nulls.
