Security Register PPSR Add-On; Security Type; Is VIN Mandatory for a PPSR Registration

The Security Type setting "Is VIN mandatory?" has been changed to "Is VIN Mandatory for a PPSR Registration?".

This allows the security item to be added without a VIN but won't register with the PPSR unless it has a VIN.

Must be licensed for PPSR Interface to use this setting.

Still applicable to NZ (i.e. all countries).
