Reporting; Account Details report; Does not print report if 'Date As At' entered and the Account is closed

The Account Details report and the Account List report were applying a date range filter if a 'Date As At' was entered. This meant that if a Date As At was entered and the report was not Open at this date then it was not displayed on the report.

This filter has been reported from the Account List query used by the Account List and Account Details reports.
