Security Register Add-On; The SPG field will only have a blank tip when adding a new record.

When editing an existing Security Stmt then clearing out the Secure Party Group (SPG) field the blank tip was displayed. This caused confusion for a user as it looked like all mandatory fields had data entered but the Security Stmt wasn't saving as the user had not entered a value in the SPG field.

The blank tip will now only be shown when adding a new record.
