Audit Search and PPSR Search not filtering correctly on UTC date

The Audit Search wizard and PPSR Search wizard were not filtering correctly when a date range was entered. The time portion of the date was being omitted, therefore the search results may have returned items from the previous day (e.g., if 11 hours were being taken off the date to adjust to UTC format).
