High DPI monitors; form splitter minimum sizes not adjusted

When using a High DPI monitor the form's Action panel's splitter minimum size is not correctly adjusted. This means not all buttons at the top of the action panel are visible.

In addition, some forms even when not in high DPI mode, eg Account Type form, cut-off the right most button.

Note, once a form has been sized and closed, the next time it is reopened the previous layout is restored. Open the form holding down Shift to reset the form layout.
