Account Payment Arrangement wizard; new option to automatically recalculate Arrangement

On User Preferences, Account.General tab there is a new setting 'Automatically recalculate Account Payment Arrangement figures'. The default value is 'False'.

This is used to decide whether to automatically recalculate the Payment Arrangement details instead of the User clicking the Calculate button.
