Account form, Payments page; Payment Arrangement summary block updated

On the Account form, Payments page the Payment Arrangement summary block has been updated as follows:

1. Only current Payment Arrangement information shown.
2. Created details no longer included.
3. "View Current" link added to quickly drilldown to the Current Arrangement information.
