Account Refinance; better message if negative balance and opening a new Account

You cannot Refinance an Account with a credit balance (or where the refinance value is negative) into a new Account. This is because the opening advance for a Loan cannot be negative.

Previously this stopped the refinance with a message about the Loan advance being negative. However, this now includes a more specific error message noting the exact issue.
