Land Security Items; logic behind Priority Amount changed

Land Security Items have additional "Prior Ranking Mortgages" that other base types don't have.

Previously the logic was Priority Amount = Adjusted Value x Percentage.

This logic has changed to Priority Amount = Total Value x Percentage - Prior Ranking Mortgages.
