Global Settings form, Auditing.Accounts page; Auditing has been added for Payment Arrangements

'Simple' auditing has been implemented for Payment Arrangements.

When a new Payment Arrangement is added an Audit record and/or Log record can be written.
The Audit record records when and by whom the arrangement was added.
