Message Handler; Added "Pre Need Arrangements" to the list of forms handled

The Message Handler can now open (or focus if already open) the "Pre Need Arrangements" forms.

Note, in addition message 5, "Open Form", (as above) supports passing in the code of the record to load in Data2.
