Accounts; add Facility Fee
A new Account Facility Fee option has been added.
This forms part of the Interest period, and therefore is charged every time Interest is charged. Other options apply, eg will be reversed as part of a backdated interest transaction.
This also means that there is a new "Unposted Facility Fees" value shown on the Account and is displayed when Closing the Account. Unfortunately this also means that parts of the Business Layer have had to be altered to incorporate this new feature.
