Account Suspension and Payment Arrangement wizard; dropdown list include non-Open Accounts

The Account Suspension and Payment Arrangement wizard include non-Open Accounts in the dropdown list of Accounts.

Only "Open" Accounts can be selected in the Account Suspense and Payment Arrangement wizards; so should exclude other Accounts.
