Checkbox List controls; incorrect item is checked it the form has to scroll when the control is first clicked

If a Checkbox List control is on a scrollable region on a form and the control is not focused and is only partially showing then clicking an item may result in the incorrect item being checked.

This is due to a bug in the underlying Windows control. This issue has been worked around so that the correct item should now be checked.
