Reporting; Date filters not working correctly on certain reports

Date filters were not working correctly on the following queries and their related reports:
qryAccountAuditLogList
qryAuditLogList
qryClientAuditLogList
qryPPSRG2BTransactionList
qrySecurityStmtLogList
qrySecurityStmtItemsLogList
qryTransactionList
qryUserLogList

Many of the issues were to do with UTC dates being stored on the database but the date ranges not taking this into account, e.g., depending on the time of day, the date in New Zealand may not be the same as the UTC date therefore the filters were not being applied correctly.
