PPSR G2B Interface; "Closed (Pending)" Accounts are now included as Debtors

When registering or amending a PPSR Financing Statement, Accounts with a status of "Closed (Pending)" are now included.

Previously, only Clients from Accounts with a status of "Open" were included as Debtors.
