Accounts; Refinancing with Pending Bank Interface transactions

There is a new option to ignore pending Bank Interface transactions when closing an Account that has been refinanced.

This can be set in Global Settings, Accounts, General, Ignore Pending Bank Interface transactions when closing a refinanced Account?

The Bank Interface transaction will be processed as normal on the closed Account. If the transaction is not successful, a debit transaction is created on the new refinanced to Account.
