Client; New Individual Client; Web Password now correctly validated

Previously, when saving a new Individual Client the Client Web Password might not be saved if the Web Password validation fails. Web Password validation would fail if a Web User Id is specified. This has been changed so that the Client Web Password will now be correctly validated and saved.

Additionally, if a user set a Web Password then returned to the "Other Details" page they would not be able to continue if the Web Password is invalid. This has been changed so that the user can continue regardless of the Web Password.
