PCI DSS Compliance report; Elapsed days calculations

The approach to calculating elapsed days in the PCI/DSS report has been changed to match the User Audit Report and the Configuration Security Report. This is to avoid potential issues with time zones.

The following report elements were updated:

• The "Days ago" column in the Inactive Users section (8.2.6)
• The "Days since password changed" column in Section 8.3.9
