HTML Widgets; Document Create wizard; When running from desktop, now ignores the Document form, Web, "Document can be Published?" setting

The Documents form has a "Web" page when licensed for the Web Interfaces Add-On.

This page has a flag "Document can be Published?" which is unchecked by default.

The mean that, if the Document Create HTML Widget was configured to override the built-in form:

1. Documents could not be published (only the Log was created) unless this flag was checked
2. Databases not licensed for the Web Interfaces Add-On had no way of checking this box since they could not see the "Web" page on the Document form

Now, when running from finPOWER Connect desktop, this HTML Widget will ignore the flag and assume all Documents can be published.

NOTE: This new functionality does not automatically include Documents that are not flagged as being available in finPOWER Connect Cloud since the Widget already had a parameter, "OnlyIncludeDocumentsFlaggedForCloud" that could be unchecked to display the full list of Documents.
