The User Preference to "Show Licence warnings?" is now respected

If, under User Preferences, General, Database, the User has the "Show Licence warnings?" box checked, the User will see warnings upon signing in if:

• The licence expires in 5 days or less or if it expires in 10 or 20 days
• The number of 'Open' Accounts is nearing the licensed limit
