Users Form; Responsibilities Action now always available to User Administrators

The following Permissions are required to access Users & Responsibilities:

• Admin.Users
• Menu.Admin.Users

Those two permissions are now always granted to Users that have the "User Administrator" access level, regardless of whether or not the permissions are explicitly assigned.

This applies to Users that have a User Level of "User Administrator". For more information, see KB Article 13125.
