Centrix Commercial Data Upload HTML Widget; always using Global Cost Centre

The Centrix Commercial Data Upload HTML Widget was always using the "Global" Cost Centre.

This uncovered an issue with retrieving the Cost Centre for an Entity, which has meant a small change to all Cost Centre services.

Note, this fix only applies where retrieving Cost Centre information for an Entity, in most places this is per Branch - and that worked as expected.
