HTML Widgets; User Defined Pages could not be displayed as read only

Opening an HTML Widget in read only mode (where available) would not show User Defined pages as read only. This was most apparent on the Administration HTML Widgets, where a read only User could view the HTML Widgets, but the User Defined pages remained editable.

This has been fixed, and now if an HTML Widget is opened in read only mode, any User Defined information (or, data displayed in a ParametersHost control) will correctly appear as read only.
