HTML Widgets; Log Edit; New options to move Log Severity and Owner and Delegated sections to the "General" tab

The following configuration options (under a new "Form options." heading) have been added to the Log Edit widget:

• Move "Log Severity" to "General" tab?
• Moves the Log Severity to below the Date
• Move "Owner and User Delegated to" to "General" tab?
• Moves the entire "Owner and User Delegated to" section to above the "Action details" section

If both of these options are checked, the "Other" tab is hidden.
