HTML Widgets; New Account; Outgoing Payment Method incorrectly mandatory for non-Deposit Product Types

The New Account HTML Widget was displaying the Outgoing Payment Method as a mandatory field, regardless of Product Type. This has been updated so that only Deposit Accounts can enforce an Outgoing Payment Method to be mandatory, such as when the maturity interest is set to Payout. For other Product Types (such as Disbursements), this is now an optional field.
