Task Manager; New Global Settings to hide system folders and disable folder counts

New settings have been added to Global Settings, Tasks & Workflow, General.

• Hide system folders for all Users?
• Always disable folder counts for system folders

If "Hide system folders for all Users?" is checked then the corresponding settings under User Preferences will have " - DISABLED GLOBALLY" appended to their captions.

NOTE: Although these settings are for the Task Manager 2, the original Task Manager will also respect the "Hide system folders for all Users" setting.
