Global Settings; Phone Number formatting setting "Always include Country Code" not respected

Under Tools, Global Settings, General group, Formatting page, under "Format Phone Numbers as they are entered", the "Always include Country Code" setting was no longer respected.

This means, when entering a phone number with this setting checked, the country code was not being automatically added to the phone number when entered.
